I prepare, submit and manage written representations and informal hearings appeals. These can cover a range of planning applications and enforcement cases.

Certificates of Lawfulness

Certificates can establish immunity from enforcement proceedings and confirm if development requires planning permission. I have extensive experience of the legislation for such proposals to ensure that robust and appropriately evidenced applications are submitted.


Having worked in enforcements roles at the start of my career my knowledge has been grounded in the principles of planning legislation which establish what is development, what requires planning permission and ultimately what is (and what is not) enforceable.

Listed Buildings, Conservation Areas and Heritage Advice

I can prepare supporting reports including Heritage Impact Assessments for proposals that can impact upon heritage assets (Listed Buildings, Conservation Areas, World Heritage Sites). I have previously prepared successful reports that have informed how development protects heritage interest whilst still allowing changes to adapt to present day needs.

Landscape Assessments

I undertake detailed landscape assessments to assess the sensitivity and capacity of a landscape to accommodate development. These assessments are particularly pertinent in designated landscapes such as AONB’s, AGLV’s, AGHV’s and World Heritage Sites.

Neighbourhood Planning

I have extensive experience of Neighbourhood Planning in Cornwall and I have assisted a number of Groups in the preparation of their Neighbourhood Development Plans. I can assist with policy writing, basic conditions statements, SEA screening requests, public engagement and funding bids.

Permitted Development/ Prior Notifications

Changes to legislation now allow the conversion of barns, offices and commercial premises into other uses including houses without the need for a full planning application. Such proposals may not normally be acceptable in planning policy terms so it is fundamental that prior notification applications are prepared with in depth knowledge of the legislation and relevant case law.

Planning Applications

I produce, co-ordinate, manage and negotiate on a wide variety of applications which can range from small scale householder applications to major development. This will include planning supporting statements, design and access statements, viability assessment, application forms, etc

I also have an extensive network of local contacts that can provide the additional services that you may require in order to promote your application. These include architects, plan drawers, ecological assessments, tree surveys, contaminated land and mining surveys, legal advice and more.

I can promote clients’ proposals by engaging with the general public, residents groups, Parish/Town Councils and District Councillors.

Site Appraisals

I can undertake initial site appraisals to assess development potential, land use planning and planning policy issues.
